It is very important for designers to make sure the HVAC meets the proper Noise criteria rating in the room (NC35-40) http://www.acousticalsolutions.com/education/pdfs/Noise_Criteria.pdf. If not, you may achieve a low reverb time with acoustical treatment, but it is still going to be noisy.

Whenever you have noise from street traffic through a wall you can bet that the weakest path is by the window or skylight. Mass is what blocks sound so the best way to "improve" the problem is to add an additional layer of thick safety glass or thick acrylic with as much distance from the existing glass layer as possible. The more distance between the layers the more noise reduction you will achieve. The heaver the glass or acrylic the more noise reduction you will achieve
